I'm guessing you meant factory restore, but to turn off Find My iPhone and Activation Lock, you need to. Your iPhone will now be returned to factory settings. Just doing a restart, does not turn off Find My iPhone, and depending on exactly what you are referring to when you say factory restart, it may not have done everything you want it to either.
